Iran has used waiver cancellation as pretext for nuclear escalation before. In May 2019, following US cancellation of the Russia swap waiver, Iran immediately announced plan to exceed 300 kg LEU limit (that Russia LEU swap wasn't being used at the time was beside the point).

Block Russia from supplying near 20% enriched uranium in small quantities? Iran will start replacing that supply by enriching itself to much higher levels than they are doing now.
